Job Description
Street Manager
The Village of Downers Grove is accepting applications for the Street Manager position in the Public Works Department. This role manages and coordinates the installation, repair, and maintenance of storm drains and storm sewer structures and operations on Village property. A successful candidate will have professional knowledge of storm sewer planning, maintenance, and repair, and be skilled at reading and interpreting civil engineering plans.
Major Duties and Functions:
– Coordinates stormwater operational activities including inspection, repair, and maintenance of storm sewers, storm sewer structures, and drainage ditches with both contractual and in-house services
– Prepares bid specifications for stormwater services or equipment; monitors contracts and inspects work
– Participates in the recruitment of personnel, coordinates and supervises the daily operations for stormwater operations; provides ongoing training, assigns work, evaluates performance, meets with staff to identify and resolve problems, reviews and evaluates work procedures
– Develops, recommends, and administers the divisional annual budget
– Notifies property owners of Public Works activities; responds to inquiries from the public
– Reviews storm sewer and ditching plans for public and private permitted projects
– Prepares and maintains a variety of records and reports in compliance with the Village’s record retention policy
– Assists with the National Pollutant Discharge Elimination System (NPDES) compliance; Keeps current with trends and developments regarding stormwater
– Supervises and coordinates activities and personnel related to snow and ice removal, special events, and emergency situations, as needed
– Other duties as assigned
Knowledge, Skills, and Abilities required:
– Knowledge of supervisory principles and practices
– Skilled in management of union employees
– Knowledge of Village codes and ordinances related to storm sewers and drainage issues
– Knowledge of operational safety practices and principles
– Excellent communication skills, both written and oral
Education and Experience: High school diploma or equivalent required, with technical courses in civil engineering preferred. Associate’s Degree preferred. Three to five years of progressively responsible related experience, preferably in a local government setting, or any combination of education and experience which produces the required knowledge, skills, and abilities.
Licenses and Certifications: Possession of a valid Illinois class B commercial driver’s license (CDL) with air brakes.
Salary and Benefits: The full salary range for this position is $91,729 – $126,127, with a maximum starting salary of $110,074.
